PRIME brings deep, hands-on capability in regulatory reform, combining policy expertise with practical reform design and stakeholder delivery. Our work includes client-funded, investor-facing reform assignments such as the FCDO-supported engagement with Adam Smith International and the OICCI, where PRIME led the identification and formulation of specific reforms impacting foreign investment. Using vertical regulatory analysis and a regulatory guillotine approach, we isolated the most binding constraints across priority sectors and translated them into implementable reform proposals

PRIME has also delivered government-facing reform work, including Facilitating Ease of Doing Business for the Engineering Development Board, as well as analytical and planning support on Export Processing Zones in Pakistan, including an Improvement Plan and proposed new sites—further demonstrating our ability to move from diagnosis to actionable reform design across regulatory and institutional domains.

We apply a structured, end-to-end methodology that goes beyond routine diagnostics: sector-level regulatory mapping, regulatory guillotine assessments (legality, necessity, proportionality), political economy analysis, and international benchmarking, and in the aftermath intensive consultations with both the private sector and key regulators to build ownership and ensure implementability.

PRIME’s reform outputs are decision-ready, including legal and procedural reform proposals, and decision memos aligned with government formats, with a focus on institutionalisation and sustainability

Dr Hassan Daud Butt

Former CEO KP-BOIT (and KP-SEZA), with hands-on leadership in investor facilitation, investment policy reforms, and investment promotion. Served as focal person for Ease of Doing Business, and for Regulatory Guillotine work with IFC/World Bank-linked initiatives.

Mohsin Masood

Business climate, reform, and investment expert with over 15 years experience, including senior roles with BoI and PM Office ecosystem. Direct experience delivering regulatory streamlining and EoDB reforms, including Regulatory Guillotine, PRMI, investment policy, and 150 regulatory reforms.

Mueen Batlay

Former Commissioner at the CCP, overseeing competition policy, cartels and trade abuses, and mergers and acquisitions. Led enforcement and policy actions across major sectors, including investigations, policy notes, and institutional modernization initiatives

Aadil Nakhoda

PhD in International Economics, and Assistant Professor at IBA Karachi, with a strong research profile in international trade and firm strategies. Published and consulted on trade policy, NTMs, export competitiveness, and related regulatory and market-access themes with global institutions.

Ahmed Bashir

Senior legal practitioner, licensed for High Courts and quasi-judicial forums, with advanced training in IT and IP law. Brings strong regulatory-facing litigation and advisory experience, including work with regulatory bodies and public sector dispute resolution linked to ADB programs

Tuaha Adil

Research Economist combining quantitative training with applied policy
