Syeda Adeela Bokhari

Syeda Adeela Bokhari is a senior Pakistani civil servant with over 27 years of distinguished leadership in public policy, revenue administration, international development cooperation, and institutional reform. She currently serves as Chief – Data Governance Management at the Federal Board of Revenue (FBR), where she is spearheading the strategic architecture for integrated data governance, cross-organizational data sharing, and AI-enabled analytics—laying the foundation for a secure, intelligence-driven revenue landscape in Pakistan. An Advance Masters graduate in International Security from the University of Geneva and holder of a Masters in Public Administration from GRIPS, Tokyo, she combines global academic expertise with hands-on reform leadership. Her career spans pivotal roles in the Ministry of Economic Affairs, FBR, and NAVTTC, where she consistently transformed stalled initiatives into performance-driven systems.

As Joint Secretary at the Ministry of Economic Affairs, she spearheaded the Pakistan-Italy Debt Swap Agreement, advanced the Canadian Debt for Education Project, and framed Pakistan’s first comprehensive policy for NGOs receiving foreign funding—strengthening compliance, transparency, and alignment with national security objectives. She processed 898 pending applications on merit, setting an unprecedented benchmark in institutional efficiency.

At FBR, she has held multiple strategic positions including Commissioner, Chief Revenue Analysis, Chief Information Technology, and Project Director of World Bank-funded reforms. She contributed to the Tax Expenditure Report 2024, redesigned revenue analytics structures with AI-based intelligence tools, and concluded over 50 ICT procurements worth USD 4.9 million within six months under the TAGR project. As Commissioner Appeals, she disposed of 659 high-value cases in five months, ensuring quality jurisprudence and adherence to law. As Commissioner (RTO Islamabad), she achieved revenue targets and received formal recognition for exceptional performance.

Her contribution to Pakistan’s Technical and Vocational Education and Training (TVET) sector as Director General Accreditation & Certification was transformative. She institutionalized national accreditation frameworks, trained 180 assessors, accredited 184 institutes, and led the publication of Pakistan’s first TVET Country Report and Vision 2025. She has represented Pakistan at UNESCO-UNEVOC, international security forums, and global taxation platforms, reflecting her stature in policy discourse.

A prolific policy thinker and researcher, she has authored papers on youth employment, women’s status, governance reforms, digitalization of revenue systems, and international political economy. Her work integrates governance, security, development finance, and technology—anchored in evidence-based research and strategic foresight.
