Dr Hassan Daud Butt

With a focus on investment facilitation, the Belt and Road Initiative (BRI), and international project management, Dr. Hassan Daud Butt brings together academic engagement and practitioner experience at the global level. He is a Senior Associate Professor at Bahria University, Islamabad, and Senior Advisor to CEEC International. His expertise covers regional integration projects, foreign direct investment, and Chinese development, alongside contributions to CPEC as its Project Director and as CEO KP Board of investment and KP SEZ Authority. He is affiliated with leading think tanks and networks, including the China Global Governance Institution (CGGI), the Centre for China and Globalization (CCG) in Beijing, and the Institute of Strategic Studies Islamabad (ISSI), and has served as a consultant for USAID, IFC and the UK FCDO on investment strategies, regulatory modernization, and FDI promotion.

He has been actively involved at national and regional level with Chinese enterprises. Earlier, as Project Director of CPEC, he worked as team Member of Joint Working Groups, and the Gwadar City Master Plan and CPEC Long-Term Plan committees.

In 2024/25 worked as Lead Consultant to USAID IPA Programs. As the Team Lead & Investment Expert drafted Pakistan Investment Outlook & U.S Pakistan Bilateral Trade Enhancement Options Investment Promotion Strategy for Tourism & Hospitality Sector of Gilgit-Baltistan. Currently working with FCDO on Regulatory modernization and factors affecting FDI in Pakistan on a short term assignment. Recently represented Pakistan in the plenary SCO summit in China prior to the head of state meeting.

Earlier in his career, Dr. Butt served in Pakistan’s diplomatic missions in Beijing and Hanoi. His services were recognized with the Chinese Government’s Medal of Honor and later the prestigious Dongfang Fellowship at Peking University.

He has authored numerous publications and contributes regularly to national and international journals on globalization, investments, and BRI. His career reflects a blend of policy engagement, and international collaboration in advancing sustainable development.
